Most of players gave up on pk chests. Costs coins and useless reward and you cant store inn those. All also dont have change get in events where u get certificates... But it costs quite much to open chest. They could increase also coin requirement for open. And making those tradrable. People who cant or dont want exchange those will sell chests away. As Leipis mentioned, pk chest should have different id after change. So current ones could not give those certificates. New ones has change.
