If you open up Internet Explorer, Options -> Internet Options -> Advanced and scroll down until you see the below: Make sure these 3 are ticked and hit Apply & OK. It won't fix it, but the error should now include an error code at the end. I can also see your requests from my end - they're being served correctly, so it's not a connection error. I still feel like the problem is related to the SSL certificate. That error can be caused by a large number of things as it literally just means you either failed to connect (DNS resolution, connection, etc...) or there was some communication error experienced (SSL settings etc). My other computer can access PUS fine so it might be the windows os install might be the cause. I uninstalled IE and still nothing.
